THE C.S.C. IS CLOSELY SURVEYING THE EUROPEAN STANDARDIZATION WORK ON QUADS AND MINI-MOTORBIKES
The CSC is presently following the European standardization work on quads and mini-motorbikes in the French mirror standardization committee but also at the European level.
Let us recall that the CSC has issued recommendations on quads for children (14 September 2006) and mini-motorbikes (24 May 2007), because of the many accidents involving children that happened in France with those engines. As this was also the case in other European countries, the European Commission asked the Member States to take measures. France has issued a Law (July 2006) and several decrees forbidding the use of these engines on the road and for children under 14 (unless on sports activities and taken care of by teachers).
Besides, the “Machinery” directive was revised in 2006 (Directive 2006/47/CE) and new engines were included in the scope of that Directive, among which quads and mini-motorbikes can be found. So, the European Commission gave mandate to the European Standardisation Committees (CEN and CENELEC) to draft harmonized standards that will become the referentials giving presumption of conformity of the engines to the essential safety requirements to the new Machinery Directive. A new technical committee (TC 354) has been created in order to standardize mini-motorbikes, quads, and go-karts. The CSC has attended several meetings, of the two working groups and of the plenary sessions of the Technical Committee.
The draft standards on quads and mini-motorbikes will soon be at the technical enquiry in the different European countries. The CSC will see that its recommendations on the safety of these engines will be taken into account.
